One of the nice features added to Civil 3D 2010 recently is the ability to control staggering of labels if they become clustered. Often and due to the scales of the drawing, size of the labels or simply by having too many information shown in one place, these labels must fight for the space. Staggering labels comes handy in these situations.
But, there are cases where staggering caused some issues where due to the staggering settings a label shows differently in Model space and when looked through the viewport. To visualize please see following images where you can see that in model space the label is drawn horizontal while in paper space it shows as vertical.

The issue can be easily resolved by removing staggering from label style in Profile View. If you right-click on the label and choose Edit Label Civil 3D will open Profile Labels dialog. Then you should be able to see Staggering option which you can set to “No Staggering”
After you apply the changes you will see that in paper space and in model space program displays the label the same way.
